[CA] Hospice Advocates on Capitol Hill for Patient and Families Facing End-of-life

Silverado Hospice and Mission Hospice ask Congress to protect access to compassionate and high-quality end-of-life care

San Diego, CA – September 4, 2013 – Heather Davis, RN, CHPN, and 300 other hospice advocates from across the nation urged Congress to protect access to compassionate and high-quality end-of-life care for all Americans this past July. Davis joined fellow advocates in Washington, D.C. as part of the Hospice Action Network’s (HAN) Capitol Hill Day 2013.

Alex Goda, RN, CHPN, Patient Care Manager at Silverado Hospice, Heather Davis RN, CHPN, Case Manager at Silverado Hospice and Laura Semmler RN, Executive Director of Mission Hospice met with Scott Peters to discuss the value of hospice care to patients and their families at his home office in La Jolla, CA on August 30, 2013.

During the meeting, they encouraged Congress to support the bipartisan HELP Hospice Act (S. 722/H.R. 3506). The HELP Hospice Act calls on the Secretary of Health and Human Services to test the overhaul of the hospice payment system via a two-year pilot, have Congress institute a three-year survey frequency requirement, and allow new regulatory requirements to be aligned with the operational realities of hospices by utilizing physician extenders for compliance.

Over the past several years, the hospice community has faced rate cuts on multiple fronts — regulatory cuts enacted in October 2009, cuts slated to begin in 2013 as a result of the Affordable Care Act, and cuts outlined in the Budget Control Act agreed upon last year, expected to begin in 2013. This year, hospice advocates are working together to educate policy makers on how the hospice community and patient access will be impacted by the combined reductions.
